1. Purpose & scope
Public Procurement & Tenders Management turns Dolibarr into a professional platform for managing the complete lifecycle of Moroccan public contracts — from spotting a call for tender through bid submission, award, execution, provisional and final reception, settlement of the balance and the resolution of any dispute. It is designed for the perspective of the titulaire (the contractor / consulting firm that bids for and executes public contracts), and it enforces the statutory obligations and time limits of the Moroccan Cahier des Clauses Administratives Générales (CCAG).
The module covers services and study contracts (CCAG-EMO — studies, project management, technical control, laboratory testing) as well as works contracts (CCAG-T). Every business object, status and deadline in the module is mapped to a precise CCAG article, so the tool is not a generic project tracker but a regulation-aware procurement management system.
Why it matters. Missing a statutory deadline in a public contract has direct financial consequences: loss of the provisional guarantee, a 1% penalty for a late final guarantee (art. 15), daily late-delivery penalties up to a 10% cap (art. 42), or the forfeiture of a claim that was not filed within the legal window (art. 54). The module continuously watches these deadlines so nothing lapses.
2. Regulatory foundation

4. Command centre (dashboard)
The home dashboard consolidates the whole portfolio into five decision zones:
· Contract portfolio — total & running contracts, portfolio value, amount collected this month and in total, active guarantees, win rate, late deliverables.
· Tender pipeline — a Kanban of calls for tender by status (identified, in preparation, submitted, awarded, lost, unsuccessful) with the associated estimated amounts.
· Analytics — payments over 12 months, contracts by service type, contracts by status, and portfolio by contracting authority.
· Execution & finance — service orders not returned within 8 days, pending amendments, applied penalties, cumulative guarantee retention.
· CCAG compliance — final guarantees to constitute, insurance to renew, provisional receptions under warranty, open claims — with a direct link to the deadline control tower.
5. CCAG deadline control tower
A dedicated screen (Échéances CCAG) tracks every statutory time limit and flags each item as On time, Due soon or Overdue. It covers: the 30-day final-guarantee constitution (art. 12), the 8-day signed return of service orders (art. 9), insurance validity (art. 20), the 3-month guarantee release after final reception (art. 16), the 2-month / 60-day claim replies (art. 53-54), penalties approaching the 10% cap (art. 42), and deliverables past their planned date (art. 46-47). Each section states the exact CCAG article it enforces.
6. Reporting
Seven decisional reports, each exportable to CSV and printable: contract portfolio by status, contracts by service type, tender success rate by procedure, monthly settlement, penalties, guarantees, and a breakdown by contracting authority.
7. Roles & permissions
Access is governed by eight permission groups — contracting authorities, tenders, contracts, execution, finance, receptions, litigation and reporting — each with read / write / delete rights. Read and write are granted by default on activation so the module is immediately usable; delete and administration are reserved.
8. Demonstration dataset
On activation the module seeds a realistic, fully coherent Moroccan portfolio: 8 public contracting authorities (Ministry of Equipment & Water, Ministry of Health, Casablanca-Settat Regional Council, ONEE, ANP, OCP Group, Al Omrane…), 20 calls for tender, 17 bids, 9 awarded contracts and their entire CCAG execution chain — constitutive documents, phases, service orders, amendments, guarantees, staff, equipment, insurance, deliverables, receptions, statements, penalties and claims. All statutory ratios are respected (3% final guarantee, 7% retention cap, 1/1000 daily penalty capped at 10%), and the data is calibrated so every dashboard KPI, chart and compliance tile is immediately meaningful. The dataset can be reinstalled or removed from the setup page.

10. Installation
1. Copy the gestionmarchespublics folder into htdocs/custom/.
2. Open Home then Setup then Modules/Applications, find Public Procurement & Tenders Management in the Projects family and enable it.
3. The module creates its tables, menu, permissions and a demonstration dataset automatically.
4. Adjust the statutory rates (final guarantee, retention cap, penalty cap, guarantee deadline) on the module setup page if needed.
